[~chetanm] The problem ConfigurationPlugin is that they only kick in when
ConfigurationAdmin service is sending configuration ManagedService[Factory]
services. They don't kick in when accessing configuration with getConfiguration
and listConfigurations. As such they are not a complete solution.
