Here is my Windows Version with Build Number:

OS Name Microsoft Windows 10 Enterprise
Version 10.0.18362 Build 18362

I have tested with AdopOpenJDK 8:

PS C:\Users\mcoemert\Downloads\felix-framework-6.0.3> java -version
openjdk version "1.8.0_202"
OpenJDK Runtime Environment (AdoptOpenJDK)(build 1.8.0_202-b08)
OpenJDK 64-Bit Server VM (AdoptOpenJDK)(build 25.202-b08, mixed mode

But with AdoptOpenJDK 11 it was also not working.
