We have a client that wants to use our company's j2ee-based flash applications 
created/compiled using the flex sdk, but in order to use the Flex sdk the 
installer requires Adobe AIR runtime, which the client security protocols 
prohibit at this time.

Is there a means to install ApacheFlex without requiring the AIR package? Since 
they are not doing mobile/desktop development, there is no need for it after 
install...

AIR the runtime.
Assuming I don't target an AIR application, then I suppose the AIR SDK is 
required, but this is installed by the installer.
