I'd suggest going one step further: When voting on release candidates the release manager at their discretion can carry over votes from the previous release candidate if there are *non-code related*, LICENSE or NOTICE changes between release candidates. Note however that both suggested changes are at odds with the current vote as if it passes it will no longer be at the RM discretion. Justin
