You would only need to check what has changed, if no code has changed then 
there would be no need to retest everything as you already know with 100% 
certainly that it works and you checked it last time. You can of course recheck 
if you want to, there no harm if double checking if you can spare the time and 
effort.

I can probably find examples of this in incubator voting on releases if you 
need.
