IMO License issues, the locale issue and RSL issue (a regression) are all blockers, unless we fix these and make another RC my votes stays -1. None of these issues should be hard to fix, let just do the right thing, fix them and roll another RC. I'll suggest what changes are required for the LICENSE if you want. Thanks, Justin
