Summary: Add delayed restart to failed jobs

Operator is able to restart failed jobs already using:
{{kubernetes.operator.job.restart.failed: true}}
It's beneficial however to keep a failed job around for a while for inspection:
{{kubernetes.operator.job.restart.failed.delay: 5m}}
