reproduce case:
{code:sql}
SELECT TYPEOF(PROCTIME())
{code}
this query will fail with
org.apache.flink.table.planner.codegen.CodeGenException: Mismatch of function's
argument data type 'TIMESTAMP_LTZ(3) NOT NULL' and actual argument type
'TIMESTAMP_LTZ(3)'.
