Thank you for creating the RC3.

+1 for it, I have checked the following:
- checksums match and signatures are ok
- the content of the src package matches the content of the
repository @d4fcab4f (release-1.9.0-rc3 tag)
- compared using jardiff the jars in the bin package with the jars created
from the src package, found only environment-related differences
- successfully started the flume-ng script with a minimal configuration
- docs are ok too
