It's already possible now.
You can make your skin by extending an existing one, setting the values you want, packaging it, putting it on the web and making the forrest docs that need it get it via http; you can also get it directly from the drive if you presume that the skin zip is always downloaded with the Forrest docs (kind of like a lib).
