I have looked all over the place and still none the wiser as to why this is
not working.

Correct me if I'm wrong,

site:plugins/using resolves to

site == refer to site.xmap for internal URL converts to @src.
plugins == refer to <plugins> section(s) and adds a
href="pluginDocs/plugins_0_xx/" (xx being 70 or 80.
/using == refer to <using> section of <plugins> section and adds href of
"usingPlugins.html".

Now, I can see all over the place that site:plugins/index and
site:plugins/infrastructure both work fine so sorry, don't know
where else to look at this stage. I'd like to get it working but
maybe need another hint.
