[Proposal] Backport GEODE-9016 to 1.14, 1.13 and 1.12

Hi,

I would like to backport the fix of GEODE-9016 to Geode 1.14, 1.13 and 1.12
branches. This would help resolve the NPE for certain cases of PutAll with
CQ.
