They've been used very extensively when we first worked on the m2 build. It helped with build only one module from the top-level directory. I don't know whether it's used or not nowadays, but I don't mind if it's removed since you proposed how to work it out in a better (elegant?) way. It was a result of our m2 lessons back in the early days of the migration.
