I'm all for hot deploy :)

Often the hot deploy directories could be configured in the 'global'
config file (e.g. like webapps/ in tomcat) - and then optionally the
config file could be overloaded by performing further hot deployments.

Though in this entire discussion I don't see why we can't support
quite a few of the suggestions; they are simple pluggable strategies
afterall.
