### Description
- [x] Here are some details about my PR, including screenshots (if
applicable):
MultiActiveLeaseArbiter is not getting required configs to decrypt the
encrypted password to connect to the MySQL tables. For some reason, it was able
to connect to the db before https://github.com/apache/gobblin/pull/4031 PR
In this PR, I am providing it with the additional configs
