Review Comment:
   any case where there would have been failures in task execution, for example 
file not found or any other task specific failures before task execution. This 
would be particularly in use in cases like partial commit, where a particular 
task may fail, but We still want to commit, whichever tasks succeeded, in those 
cases we evaluate data quality of entire job on basis of whatever tasks we 
evaluated.
