The reason this is present is that some MR tests fail based on local set up 
and/or configurtion. We then get piles of people coming to the list saying that 
they cannot build the software locally.

If the buildis unstable, we get notification from Jenkins. As developers, we 
should also be tracking, evaluating and monitoring build status.

I think that this is OK for the time being Tyler but thanks for your attention 
to detail.
