It's the same symptom as the CI server, which hangs in the userguidePdf task. Neither of these tasks hang on my windows machine.
The hanging started at the same time I upgraded these tasks to use the docbook-xsl 1.75.2 stylesheets, so I guess that's a clue. I think I'll disable the docs on windows for now, so we can get some builds happening on windows, and then see if I can figure it out.
