Hi Yu Li! Someone with JIRA admin rights (which should be at least everyone on the PMC) needs to edit the project roles to add them as a contributor.
If you don't have such rights yourself, emailing the dev@ list or pinging someone from the PMC on the JIRA issue should suffice.
