Summary: Add an option to reject multi-cf bulkloads

Doing a multi-cf bulkload requires taking a write lock on the region. When
bulkloading many regions or doing many bulkloads to individual regions, this
can cause a sort of denial of service for the region or entire table.
For those deployments which prefer to prioritize uptime, we should provide the
ability to disallow these multi-cf bulkloads. It would be good to make this
configurable via hbase-site.xml and overridden by TableDescriptor.
