The parent POM does not inherit from the apache pom (just as well, as that would force all its info reports on us), so does not pick up all the apache pom settings.
One of these defines the ASF snapshots repo which allows snapshots to be resolved (we already define the snapshot deployment repo). I propose to add that to the parent pom, unless anyone has any objections?
