RFC 3986 does not tell anything about the structure of the query part except
that it often contains name=value pairs. As far as I know, the query part is
application specific - but the web developed a convention of
name1=value1&name2=value2;name3=value3
Google, DuckDuckGo, and Bing say that a plus sign in the query part translates
to a space:
https://www.google.com/search?q=test+search
https://duckduckgo.com/?q=test+search&ia=web
https://www.bing.com/search?q=test+search
