Agreed, Conscrypt was the right place for this. 9e45136 on master covers every path from the report: the 5-arg `ConscryptClientTlsStrategy` constructor and the deprecated `DefaultClientTlsStrategy` one fall back to BUILTIN when no verifier is given, and CLIENT/BOTH with a null verifier now fails at construction, builder included.
