I also would like to stay as a PMC member on the project.
I'm joining Julian and I think it's good to have a rotation of the PMC
chair in a project because it can help to have more traction on the
Apache community.

As others have said in this thread, being a PMC member is about governance
(with a particular duty to vote on releases) and a broad PMC benefits the
project, because all perspectives get heard and wisdom prevails.
I think Hans is an excellent choice as initial PMC chair.
A few Apache projects rotate PMC chairs - e.g. Calcite elects a new chair each
anniversary of graduation, and to date no one has served more than one term -
and after graduation that’s an idea I would like Hop to consider.

PMC members and even Committers do not have to be developers, The
foundation hammers on this but the name Committer might not be the best
name to cover the whole picture.
The PMC is responsible for the management of the project, reporting to the
ASF Board, voting on releases, adding new committers and PMC members and
solving conflicts (let's hope this isn't needed that often).
Committers are active contributors to the project. This CAN be code, but
also docs, helping users, promoting the project, it can be anything where
you gain a bit of merit.
As a project we value everyone's input being promoted to the committer or
PMC role is an acknowledgement of the time and effort you put into the
project.
More information on what the PMC is and what it's responsibilities are can
