Everything I have ever read on the philosophy of HTTP [as different from other
well respected projects] is that no individual can 'hijaak' the project.  While
vetos sometimes appear that way, a specific veto of a specific change or patch
does no such thing.

No, while they remain in the SHOWSTOPPERS list, those of us discussing the next
beta or potential GA are treating them as absolutes.  Therefore, they must be
downgraded [moved to WE SHOULD DO THIS] or resolved to move forward to GA.  The
few folks trying to work through that list are individually nailing the bug or
problem, or asking the group for an opinion if they are truly showstoppers, and
moving them when it's apparent that the group disagrees.

Unless, of course, the SHOWSTOPPER identifies a VETO.

Again, it's by majority, and 3 +1's to release a product from the ASF.
