How do you know if a virtual host is "local to the config"? Many people rely on some of the "fallback" virtual host behavior to host sites without mentioning them in a ServerName/ServerAlias directive.
If you've turned on forward proxy with "ProxyRequests on", then I think it's safe to assume that "forward proxy" should be the fallback behaviour in the absence of ServerName and ServerAlias.
The transparent proxy support would only work if the forward proxy was on, so this seems safe to me.
