Every release is tagged. A tarball is not a release. Nothing is a
release until AFTER the associated tarball has three +1 votes, at which
point it becomes a release and should be tagged as such.

Why not name the releases/tarballs from a Date?

This is already done automatically every 6 hours. Doing it on demand shouldn't be any different.
