1.3.41 looks releasable with the current state of HEAD.

Tom Donovan's confirmed the state of mpm_winnt as again working
with mod perl across service, console, and -X modes (and some
other slightly more obscure models).

I'll backport the correction to 2.0.63 and 2.2.8 and put this
whole issue to bed.

Agreed with the above; once chunking of proxy works as expected,
handles invalid data properly, does not generate invalid responses,
I'll be happy to see 2.2.8 put to rest as well.
