Dmitry, At the last Moscow Apache Ignite Meetup a very high threshold of entry into Ignite code development was discussed. So, for me placing MTCGA.Bot to ASF sounds reasonable and I'm voiting for this case. It would be a good start point for each new community member.
But I'm with all hands for Sergey's mail. We defenetly should provide clear documentation and information about MTCGA.Bot project it would be very usefull for newly members.
