Multivalue reference properties not orderable

Hi,

I just found out that multivalue properties have no order. Apparently to get 
ordered references in a node I need to add one child node for each reference 
which then contains the reference. This way I can order the child nodes and get 
my references in order.
Is there any reason why properties are not orderable by specification? For me it 
seems like an obvious feature.
