Consider subscribing to infrastructure@ and joining #asfinfra IRC
channel and participate where you can.
Do note that you'll have to establish trust, and be willing to focus
on projects that aren't jclouds. Looking back it looks like it took
about 3 months+ from podling inclusion date when I started hanging out
with infra until they let me join the group - and even now, I have
karma in pretty limited areas.

My personal opinion is that projects should have someone who 'pays the
infra tax' by volunteering within infrastructure. On the upside it
will expose you to a lot of folks who are working in the ASF.
