2/ Repackage com.hp.hpl.jena -> org.apache.jena
3/ Declare jena-3.0-alpha-1 (not a release - just POM version set.).
4/ Starting making changes
   (like RDF 1.1 details - invalidates persistent data).

To be clear, is the plan to branch for 3.0? Will there be parallel 2.x work?

In my mind, two branches.  (names?)

Realistically, there is going to be overlap of 3.0 and 2.12.x - 
jena-3.0-alpha-1 is not a replacement for the main project.
