I just chose to have a exception because toURL does. {{URISyntaxException}}
isn't perfect; it is the closest. As we have no usage to inform the decision,
style is the only guide.
{{http://s%C3%B8iland.no/}} is just wrong by the standards! RDF does not
distinguish comparison from resolution.
Please do look at providing the {{IRIFactoryI.create}} and an alternative patch
:-)
