Fixing the change to the tests means that a checked exception propagates back
up to {{.toURI()}} {{URISyntaxException}} semas the most natural choice of
checked exception name.
"test/test.xml" vs "test.xml" fixed.
(test.xml is machine generated so left as is except to format the XML)
