In my test environment, Internet Explorer 11 Developer Tools reports that
Document mode 7 is "Via intranet compatibility settings." Microsoft's documents
this behavior at "Emulate browsers, screen sizes, and GPS locations"
(https://msdn.microsoft.com/library/dn255001(v=vs.85).aspx). The documentation
reports the "Via intranet compatibility settings" applies when "The 'Display
intranet sites in Compatibility View' box is checked in the Compatibility View
settings." Therefore, this issue appears to be specific to the case of running
IE11 in combination with hosting the Fuseki web site within an intranet having
"Display intranet sites in Compatibility View." I need to investigate this
further to see if it is possible to get Fuskei web pages rendered in "Edge"
mode in environments where "Display intranet sites in Compatibility View" is
set.
