Proposal: Immediate fixes:
1. Change the script to not set JVM_ARGS to a default.
1. Add transaction wrapper in ModDatasetGeneral.addGraphs.
(I suspect that -Xmx is set because once the default was less than 1G and had
to be bumped up. That is now out of date and is bumping it down.)
Long term: whatever [~ajs6f] thinks is right for {{DatasetGraphInMemory}}. That
may be do nothing - it's just a cost of having transactions.
