Seems reasonable to support people working on their own branches.

Your point (3) says we would be notified on the IRC channel for each personal 
branch which is what I noticed.

There is some way for Apache projects to have jobs run on PR's or patches on 
JIRA with notification going to the PR or JIRA. It is used in some larger 
projects - the PRs Jena gets don't seem to have execution problems.
