Yeah, one nice thing about this is that we are giving people the opportunity to 
get some useful notifications without spending any of our or Apache INFRA's 
time or adding to our maintenance. I'll pull out the IRC stuff. People can set 
up their own email/IRC integrations if they want. Or do you want to avoid 
Travis entirely and pursue this through Apache INFRA via whatever method to 
which you are referring above?

Most people are wise enough to work out execution problems before sending the 
PR. (Says the guy who just recently sent a PR for JENA-576 with execution 
problems!)
