The wave of spam on JIRA has become a huge burden on the infrastructure team with thousands of junk accounts per year.

New JIRA accounts now need a PMC member to ask for it.

We seem to have switched to GH issues so I'm guessing we'll get few genuine JIRA account requests.

So, for now, the "private@" route, and if that does not work out, get a mailing list or what becomes the norm across other projects.
