That is the same issue I also reported very very hidden in a Github PR: https://github.com/apache/jena/pull/1630#issuecomment-1321711418

I suggested a pointer for people building it on server where those libs might be missing, maybe close to or in developers doc, but I don't know what the correct place would be to find it.
