We have 3 +1 PMCs votes from Bruno, Dave and Andy and a community vote
from Marco.
I'll start the next steps (update the Apache downloads, push out the
maven artifacts and update the website) then make announcements.
Replication to maven central takes somewhere between a few minutes and a
couple of hours.

Build with java11 is unreliable due to the javadoc tool.
The build is done with java17 and compiled for java11 bytecode.
