The Scout-1.2.3 vote passed with 4+ and 0 -, so I will go do the release
now and then hopefully I will finally have some time to send out some
announcements!

I think it makes sense to release this to get it into peoples hands, and
then soon (next week?) follow it up by a jUDDI-3.1.1 and Scout-1.2.4
release to fix the remaining issues (see jiras scheduled for 1.2.4).
