We have the test fixtures source set in clients now, so
{{AdminUtils#fetchOrWaitForLeader}} can be moved there. Also,
{{ClusterInstance#getLeaderBrokerId}} does the same thing but throws NPE when
the partition has no leader, so it should be replaced by
{{fetchOrWaitForLeader}} and the two consolidated.
