[~tcrayford-heroku], if you check
KafkaController.checkAndTriggerPartitionRebalance(), the auto leader balancing
logic actually moves the leader one partition at a time. In contrast, the
manual preferred leader election moves the leader for all partitions. So, do
you see the issue with auto or manual leader election?
