The KIP proposes to add request processing time quota to limit CPU utilization at *<client-id>*, *<user>* or *<user, client-id>* levels similar to the current bandwidth limiting quotas. The quota takes into account the total time spent by the user/client on request handler and network threads within a quota window. Quota will be configured as a per-thread percentage value, which typically indicates the percentage of CPU cores allocated to the user/client.
