I think that the wiki is a good scratch pad but as far as open discussion of the designs - I think JIRA is better. For instance, when I look at the simple way to add providers - my one comment is that it really should be custom instead of default. If this were a gdoc then I could easily add a comment to the doc. If it were a JIRA, I can also comment. I suppose that I could edit the Wiki and leave an <ljm>comment</ljm> comment.
Other than that, I think wiki is well suited for hashing this stuff out. Feels sort of like the Blueprints used in OpenStack land - though I'm not sure that they are wiki per se.
