My intent was for this to be editable and commentable by anyone that can
login.
Can someone confirm that this is the case by default?
If not we may need to ask for some help from infra.

comment is that it really should be custom instead of default.

Other than that, I think wiki is well suited for hashing this stuff out.
Feels sort of like the Blueprints used in OpenStack land - though I'm not
sure that they are wiki per se.
