WIP: KUDU-1369. client: fail over scans to a new replica if current replica is
out-of-date
If one replica doesn't have up-to-date enough data to service a snapshot scan,
the resulting error should cause the client to failover.
This is a WIP because the code's getting pretty hack in this area, and
we should devise a test case.
