This is the problem! I have one language with two dictionaries, it's not a one-to-one relationship as you describe.
Several languages are using different dictionaries for the same language, example FR and DE have had a reform of word spelling and use new and old spelling mixed in documents.
Please have a look to lingcomponent project (which is the rigth project to ask) and the archives of the list [EMAIL PROTECTED], this is explain somewhere by Rene Engelhard who use it for Debian too.
