We finally got completely rid of the old class International and replaced the last remaining bits with true i18n functionality, even in corners where users will almost never look at.
A second, for developers more important change introduced with this CWS is that all the LCID definitions and ISO code mappings moved from tools/inc/lang.hxx and tools/source/intntl/isolang.cxx to i18npool/inc/i18npool/lang.h and i18npool/source/isolang/isolang.cxx, so that all definitions of locales reside now in module i18npool and module tools isn't needed for changes anymore. Also the CTL/CJK classification is now part of i18npool, svtools is not needed for that, and RTL classification is not scattered over modules vcl, sd, sc and sw anymore. Additionally, all conversion functions are now encapsulated in a class and new convenience methods are available.
